- he will be high and elevated; he will be very exalted - These two phrases mean basically the same thing and are repeated to emphasize the his greatness. AT for one single expression could be: "I will give my servant the greatest honor" (See the way you translated something similar in :en:bible🎶isa:06:01; :en:bible🎶isa:33:10 and :en:bible🎶isa:57:14.)
