The author, Luke, quotes a passage from Isaiah the prophet concerning John the Baptist.
# As it is written in the book of the words of Isaiah the prophet,
These words introduce a quotation from the prophet Isaiah. They can be stated in active form, and the missing words can be supplied. # A voice of one calling out in the wilderness
This can be expressed as a sentence. Alternate translation: "The voice of one calling out in the wilderness is heard" or "They hear the sound of someone calling out in the wilderness"
# Make ready the way of the Lord, make his paths straight
The second command explains or adds more detail to the first.
# Make ready the way of the Lord
"Get the road ready for the Lord." Doing this represents preparing to hear the Lord's message when he comes. People do this by repenting of their sins.
