Connecting Statement:
In verses 4-9, Peter gives three examples of times that God punished sinners. Two of these times there were also some righteous people whom God did not punish.

"did not refrain from punishing" or "punished"
but delivered them into hell
This tells how God punished the angels who sinned. Alternate translation: "but threw them down into hell" or "but sent them to hell"
to be kept in chains of darkness
This can be stated in active form. Alternate translation: "where he keeps them in chains of darkness" (See: rc://en/ta/man/jit/figs-activepassive)
in chains of darkness
Possible meanings are 1) "in chains in a very dark place" or 2) "in darkness that imprisons them like chains." (See: rc://en/ta/man/jit/figs-metaphor)
until the judgment
This refers to the day of judgment when God will judge every person.
