I will make Jerusalem a burdensome stone for all the peoples
Yahweh using Jerusalem to punish the surrounding peoples is spoken of as if he would make Jerusalem a very heavy stone. Alternate translation: "It will be like I will make Jerusalem a very heavy stone for all the peoples" (See: rc://en/ta/man/jit/figs-metaphor)
