These words refer to those people who have come through the great tribulation.

The sun will not beat down

The sun's heat no longer causing people to suffer is spoken of as if the sun would not beat down on them. Alternate translation: "The sun will not burn them" or "The sun will not make them weak" (See: rc://en/ta/man/jit/figs-metaphor)
