amazed and perplexed

The people did not know what to think about what was happening (UDB). It can be translated as, "surprised and confused."

What does this mean?

But others mocked

"But others insulted" or "put down"

They are full of new wine

This can be translated as "They are drunk." Some chose to not believe the miracle, but to mock the apostles.
