Incline your ear, Yahweh, and listen. Open your eyes, Yahweh, and see

"Yahweh, please listen to what he is saying". To "incline the ear" is to lean toward the speaker so as to better hear the words. The words "Open your eyes" and "see" mean the same thing and add emphasis to the plea.
