Then I will scatter to every wind

"Then I will send to nations in all different directions"

those who cut the hair on the sides of their heads very short

Some modern versions interpret this as "those who live on the edge of the wilderness". This probably refers to people who cut their hair short in order to honor a pagan god. See Jeremiah 9:26.
