Someone who is arrogant speaks and acts as if he is better than other people. These two phrases have similar meanings and are used together to emphasize that Yahweh will punish them. (See: rc://en/ta/man/translate/figs-doublet)

he will be brought down

"every proud person will be brought down." This can be stated in active form. Alternate translation: "Yahweh will humble him" (See: rc://en/ta/man/translate/figs-activepassive)

The "day of Yahweh of Hosts" will be against the cedars and oaks. Possible meanings are 1) these trees are a metaphor for the proud people whom God will judge or 2) God will actually destroy these mighty trees. (See: rc://en/ta/man/translate/figs-metaphor)
