"This is for the director of music to use in worship"
# A psalm of the sons of Korah
"This is a psalm that the sons of Korah wrote"
# Hear this, all you peoples; give ear, all you inhabitants

# give ear

# both low and high
The writer speaks of people who are weak or insignificant in society as being low and of people who are important and powerful as being high. Together, the words "low" and "high" represent all people.
