Here "hand" refers to power. Alternate translation: "where the elders, chief priests, and scribes will cause him to suffer" (See: rc://en/ta/man/translate/figs-metonymy)
scribes, be killed, and be raised back to life on the third day
Here to raise back to life is an idiom for causing someone who has died to become alive again. This can be stated in active form. The elders and chief priests would accuse Jesus so that others would kill him. Alternate translation: "scribes.
