Jesus speaks of people being discouraged in their attempts to obey all the laws as if those laws were heavy burdens and the people were laboring to carry them. Alternate translation: “who are tired and carry a heavy burden” or “who are tired from trying to keep all the laws and feel like they are carrying a heavy burden”
