These verses continue telling about the coming attack against Jerusalem and how God will rescue the city.
the tents of Judah

the house of David
Possible meanings are 1) the descendants of David or 2) the ruling class of people. (See: rc://en/ta/man/translate/figs-metonymy)
those who are weak among them will be like David

the angel of Yahweh
This is an angel sent by Yahweh to protect the people.
