# The wind will shepherd away all your shepherds
|

This is a wordplay—Yahweh uses the idea of "shepherd" in two different ways. Here "shepherds" is a metaphor for the leaders of Jerusalem, and the wind "leads" them away. The wind represents Yahweh.
