"Who is capable of doing these things?" or "Who is qualified to do these things?" Paul uses a rhetorical question to discuss who is qualified to preach God's message about Christ. Possible meanings are 1) "No one is qualified to preach God's message about Christ." or 2) Paul may be saying that the apostles are qualified as opposed to those who preach the Gospel for profit (2:17).
