The phrase "the surface of the whole land" refers to every place within the land. It is implied that the curse will apply to every person who lives in the land. Yahweh removing these people from the land is spoken of as if he were cutting them off, like a person would cut a branch from a tree. This can be stated in active form. AT: "Yahweh will cut off every thief ... Yahweh will cut off everyone who swears a false oath" or "Yahweh will remove every thief from the land ...
