\v 33 God has fulfilled for us, their children, by raising up Jesus. As it is written in the second Psalm:

It looks like this a sentence was improperly divided in two.

I'm not sure if the object "the promise that came to our fathers" should have a comma after it because it precedes the subject.

I am good with either way, the only trepidation I have is eliminating the hoti from the beginning of verse 33.

Could it be that hoti introduces the clause modifying good news, even though the fronted object (the promise that came to our fathers) precedes hoti? If so, then the bolded "that" could be the translation of hoti.

It is a weird structure.

The NIV is pretty good in how it does it too, we could have it read along those lines:

So we tell you the good news: The promise made to our fathers, God has fulfilled for us, their children, by raising up Jesus.

I think this is as clear of a structure as I can make for this.
