Verse 15 ends with a double quote mark and a single quote mark. I think the double quote mark is an error. There is no beginning double quote mark within the single quotes of the passage from Isaiah.
\v 14 To them the prophecy of Isaiah is fulfilled, that which says,
\b
\q 'Listening, you will hear, but you will never understand;
\q2 seeing, you will see, but you will never know.
\s5
\q
\v 15 For the heart of this people has become dull,
\q2 and with their ears they hardly hear,
\q2 and they have shut their eyes.
\q Otherwise they might see with their eyes,
\q2 and hear with their ears,
\q2 and understand with their heart and turn again,
\q and I would heal them."'
\s5
\v 16 But blessed are your eyes, for they see; and your ears, for they hear.
