Verse 15 ends with a double quote mark and a single quote mark. I think the double quote mark is an error. There is no beginning double quote mark within the single quotes of the passage from Isaiah.

\v 14 To them the prophecy of Isaiah is fulfilled, that which says,

\q2 seeing, you will see, but you will never know.
