\v 20 Then Yahweh showed me four craftsmen.
\v 21 I said, "What are these people coming to do?" He answered, and said, "These are the horns that scattered Judah so that no man would lift up his head. But the blacksmiths have come to terrify them, to cast down the horns of the nations that lifted up a horn against the land of Judah to scatter her."

ISSUE: Verse 20 renders H2796 "craftsmen" whereas v.21 uses "blacksmiths" to refer to the same people, for no apparent reason. (The Heb just refers to these people with a pronoun in v.21.)

Suggestion: Either make both of these two words "craftsmen" or both "blacksmiths" in the ULB for consistency and ease of translation and understanding, or use "these" in v.21 for a more literal translation.
