\v 35 The one who saw this has testified, and his testimony is true. He knows that what he said is true so that you would also believe.
English translations and Greek have present tense.
NIV: ... He knows that he tells the truth, and he testifies so that you also may believe.
ESV: ... he knows that he is telling the truth—that you also may believe.
NASB 95: ... he knows that he is telling the truth, so that you also may believe.
The present tense is a clue that John was talking about himself and what he was writing. He was not talking about some other person who had said sometime in the past what was true.
Suggestion:
