Jesus uses a hypothetical situation as a parable to teach the crowd. A person guilty of harming his neighbor and needing to make restitution before the neighbor has the judge put him in jail is a metaphor for Jesus' hearers' need to repent of their sins before God condemns them on the day of judgment. This refers to the magistrate, but the term here is more specific and threatening.
