# General Information:

"May the man be cursed"...This phrase is repeated several times in this chapter and serves as a warning to the Israelites when they will live in the Promised Land. This is part of the covenant Yahweh made with Moses.

Moses is speaking to the Israelites as a group, so the word "you" is plural. 

# I command

Here "I" refers to Moses. The elders are there in agreement with Moses, but he is the only one speaking.
