Jesus uses a question because he wanted them to admit that they would help their son or ox, even on the Sabbath. Therefore, it was right for him to heal people even on the Sabbath. Jesus wanted them to admit that it was good to help others on the Sabbath. Alternate translation: "Surely if your son or ox fell into a well on the Sabbath day, you would immediately pull him out, right?"
