This means grain will grow faster than the people can harvest it, and there will be so many grapes, those crushing the grapes will still be working when farmers start planting more vineyards. "The one who plows the ground will catch up with the one who gathers the harvest, and the one who crushes grapes will catch up with the who who plants seeds." So much food will grow that people will still be gathering it when it is time to prepare the ground and plant the next crop.

These two lines mean basically the same thing. The huge amount of grapes and wine in Israel is spoken of as if wine flows down the hills and mountains. This is a picture showing that there will be a great amount of grapes and wine.
