The word “arose” here means that Naomi began to act, and her daughters-in-law saw her, so they began to act also. Alternate translation: “she started to return, and her daughters-in-law also returned” (See: rc://en/ta/man/jit/figs-metaphor)

The only reason I can see for separating what Naomi did from what her daughters-in-law did is that Naomi set off to return to Judah and her daughters-in-law set off to go to Judah. They had not lived there before, so they were not actually returning.

Suggestion: Change alternate translation to one of these:
"she and her daughters-in-law prepared to return"
"she prepared with her daughters-in-law to return"
