Here the psalmist speaks of God causing the mountains and valleys to move and change as if they chose to move themselves. They are described this way to emphasize God's power. (See: [[rc://en/ta/man/translate/figs-personification]])
This tells about how the land changed. Some of the land became mountains and some of it became valleys. Alternate translation: "The mountains grew and the valleys sank"
