"a house for the ark where the God of Jacob could stay." David wanted a permanent place for the ark to reside in Jerusalem, not in a tent.
Here "God" is a metonym for the ark of the covenant. God does not live in a place built by humans. David wanted to build a place for the ark, which represented God's presence, so people could go there to worship God.
