Here, Paul uses the word "soul" as a synecdoche that refers to the whole person. Alternate translation: "upon every person" (See: [[rc://en/ta/man/jit/figs-synecdoche]])

"has continually done evil things"

"evil. He will judge the Jewish people first, and then those people who are not Jewish"
