This is an expression for the Gentiles believing the gospel of Jesus Christ, the Holy Spirit coming upon them and being baptized. (see [[rc://en/ta/man/translate/figs-metonymy]])

Jerusalem is located on a hill.

These were a group of Jews who taught that all Christ's followers had to be circumcised and follow the law of Moses.

It was against the jewish law for circumcised men to eat with uncircumcised men.
