There are two possible meanings: 1) "baptized in water and in the Spirit" or 2) "born physically and spiritually" (See: [[rc://en/ta/man/jit/figs-metaphor]])

# he cannot enter into the kingdom of God

Entering God’s kingdom means that the people belong to God, God rules over them, and they will live with him forever. AT: "he cannot belong to the kingdom of God"
